6 SVS works costing Rs.162 lakhs for year 2012-13 under NRDWP


Engineer-in-chief, Rural Water Supply and Sanitation Department, Hyderabad has stated that during SLSSC Meeting held on 07.08.2012 the Committee has approved 6 SVS works in Guntur, Chittoor and Kurnool districts with an estimated cost of Rs.162.00 lakhs under National Rural Drinking Water Programme (NRDWP)-Coverage, with sharing ratio of 50:50 between GOI and GOAP. Out of 6 works, sustainable sources exist for 3 works and for the remaining 3 works new sources are proposed. 3 works are proposed with Part-A amount of Rs.4.20 lakhs and Part-B amount of Rs.82.80 lakhs. During the STA meeting held on 6.8.2012, the Committee agreed to take up the schemes with existing sustainable sources immediately. For the proposals with new sources, the Committee agreed to take up the schemes with Part-A and Part-B components. Therefore he has submitted the proposals in 65 column proforma and request the Government to accord Administrative sanction for total proposed amount as single component in case of existing sustainable sources and for total cost, with breakup of components as Part-A and Part-B in case of new sources as per the abstract submitted under NRDWP-Coverage at the earliest, so as to ground the works and while sanctioning schemes with new sources for the entire scheme with Part-A and Part-B components, a clause may be incorporated in the Administrative sanction orders that the Part-B component of the scheme shall be taken up by the Executive Engineer/Superintending Engineer as per rules after establishing the sustainable sources with all water drawl permission and after obtaining clearance from the Chief Engineer, NRDWP, RWS&S. Hyderabad.

The Government after careful examination of the request of the Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad, in para -1- above, hereby accord Administrative Sanction for 6 SVS works in Guntur, Chittoor and Kurnool districts with an estimated cost of Rs.162.00 lakhs (Rupees One Hundred and Sixty Two Lakhs Only) under NRDWP-Coverage, with sharing ratio of 50:50 between GOI and GOAP as cleared by the SLSSC meeting held on 7.8.2012. Out of 6 works, sustainable sources exist for 3 works and for the remaining 3 works new sources are proposed. 3 works are proposed with Part-A amount of Rs.4.20 lakhs and Part-B amount of Rs.82.80 lakhs. The district wise abstract of sanctioned works are enclosed in this order in Annexure I and work wise details are enclosed in Annexure II.

3. The Chief Engineer, NRDWP, RWS&S Department , Hyderabad is permitted to accord clearance for Part-B component of the SVS work only after completion of Part-A and establishing the sustainable source and clearance by STA.

4. The Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad is requested to take up the work only it allocated amount is sufficient to complete it and to limit the expenditure to Rs. 162.00 lakhs (Rupees One Hundred and Sixty Two Lakhs only). The details of all works should be uploaded on MIS “Watersoft” System. If the allocated amount is not sufficient to complete the work , it should not grounded and revised Administrative approval should be sought for the amount required to complete the work in full shape.
The tender calling authority is requested to acquire the total site required for intra village infrastructure of the Single Village Scheme in advance from Panchayat Raj Institutions before calling tenders itself and tenders shall not be called for without advance possession of the site required and other permissions needed in respect of Single Village Schemes.

6. The Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad is requested to scrupulously follow the guidelines of NRDWP and utilize the funds as per financial rules. No changes shall be made on ground without following due procedure.

7. For any change from sanctioned technical estimates during execution, the agreement authority shall approach the approving authority concerned in writing. No assumption of approval should be made unless approval is received in writing. The technical sanction to be accorded must fully confirm to the above administrative sanction components only.

8. The Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad while conveying the technical approval / sanction should ensure that necessary instructions shall be incorporated therein to all the Agreement Authorities (Executive Engineers / Superintending Engineers) concerned to follow the sequential order i.e. head- to- tail approach scrupulously (i) in grounding works, and (ii) while sanctioning payments.

9. The DPR properly approved by competitive authorities should be forwarded to the Government.

10. The per capita capital cost and other technical parameters should be informed to the
Government.

11. The Superintending Engineers should examine for the repetitions, if they are sanctioned at District Level or State Level in any other grant or in the same grant and if the administrative sanction amount is sufficient to achieve FC status, the repeated work may be ignored and shall not be taken up and informed to Engineer-in-Chief and Government.

12. The Superintending Engineer, Rural Water Supply and Sanitation Department, concerned shall place the work to a District Level Committee consisting of:

1) The District Collector .. Chairman
2) The Superintending Engineer (Irrigation) .. Member
3) The Superintending Engineer (Roads and Building) .. Member
4) The Superintending Engineer (Transco) .. Member
5) The Chief Executive Officer, Zilla Parishat .. Member
6) The Deputy Director, Ground Water Department .. Member
7) The District Panchayat Officer .. Member
8) The Superintending Engineer, RWS&S Dept. … Convener

to expedite clearance in Part-A. Senior Officials of Forest Department and Railways may be called on a need basis.

13. The above Committee shall also ensure that the PRI concerned like ZP or GP is agreeable to take up the O&M of the Scheme from their funds on commissioning.

The Engineer-in-Chief, RWS&S Department,Hyderabadshould follow the instructions issued vide G O Rt. No.613 PR&RD (RWS.II) Department Dt.12.04.2012.
