12th Five Year Plan Entrustment of Research – APSRAC


The 12th  Five Year Plan (2012-17)  is underway  with the main theme  to achieve  `faster,  more  inclusive  and  sustainable  growth’.  The  State  targets  to achieve an overall growth of 10% during the 12th  Plan. The achievement  of the said growth targets require in depth analysis of sector status, probable constraints on growth.  Thus  studies  spreading  across  the  important  Social  and  Economic sectors required to be carried out through professional organizations.

The  Government   of  Andhra   Pradesh,   is  laying  greater  emphasis   on enhancing growth under social and economic sectors during the 12th  Plan. In the process,  the  CESS,  Hyderabad  was  entrusted  with  the  task  of  preparing  the approach for the 12th Plan in the GO 1st read above, held detailed discussions with various line departments, NGOs and Academicians for framing the strategies.

During the deliberations  with various line departments  the CESS and the Planning department identified certain strategic fields for several research studies/surveys,  cutting across different departments for impact assessment and analysis and for improving the growth and development.

The broad areas include agriculture and allied services, industry, services, finance,  investment,  IT, inflation,  education,  SC/ST development,  employment, health, urban planning, infrastructure, flagship programmes, human development, district planning and monitoring and Results Framework Document (RFD).

Keeping  in  view  the  importance  of  the  matter,  the  Government  have decided  to  entrust  the  studies  to  expert  institutions/departments,   viz.,  CESS, DE&S,   APSDPS   and   APSRAC   duly   involving   representatives    from   user departments. The details of the studies are Annexured to this order.

The Planning Department shall act as an active interface between the above mentioned departments/institutions at each stage from conceptualization till submission of final reports. The Planning Department shall oversee the progress of the studies, monitor the expenditures and ensures the stipulated timeline.

The  above  mentioned   departments/institutions   would  prepare  concept papers   indicating   the  Objectives,   Sampling   design,   methodology   of  study, schedules to be canvassed, cost involved, identification of coordinators and departmental  representatives,  timeframe  and possible  outcomes,  ToR etc.  and shall submit to the Government within a month.

The concept paper along with the sampling design, methodology and other components  of the above studies shall be finalized  in the technical  Committee concerned constituted in the reference 2nd read above. The implementing agencies shall follow the instructions issued by the Government from time to time in this regard.

The final project/study reports shall be submitted to the Government by the end of March, 2013.
